Many Public Water Systems (PWSs) are preparing for the possibility of having to install a PFAS treatment system. Learning from the experienced of several water systems that have already installed treatment will help others make informed decisions on what treatment options to consider.
This training is a compilation of the presentations of 6 case studies from PWSs across Massachusetts that have PFAS treatment online. Jennifer Pederson, MWWA's Executive Director, starts off the training with an overview of both the federal EPA and MassDEP regulations.

Jennifer Pederson is the Executive Director of the Massachusetts Water Works Association (MWWA). Since 2006, Jennifer has been overseeing MWWA’s drinking water operator education programs, volunteer committees, public relations and is responsible for coordinating the association’s legislative and regulatory affairs. She is a registered lobbyist in the Commonwealth of Massachusetts. Jennifer represents MWWA many state committees including the Water Management Act Advisory Committee and the Safe Drinking Water Act Advisory Committee. She was MWWA’s representative to the PFAS Interagency Task Force, the Mosquito Control for the 21st Century Task Force, and the Sustainable Water Management Initiative Policy Committee. Jennifer received a Master’s Degree in Political Science from Suffolk University and a Bachelor’s Degree in Philosophy/Public Policy and Political Science from the University of Massachusetts at Boston.
Heather Stayton has been the Water Systems Engineer for the City of Westfield since 2016. She is a licensed drinking water distribution system operator and a registered professional Engineer in the state of Massachusetts. Having stepped into her present role just as PFAS became a focus, she has spoken about this topic to a variety of groups and is glad to have the opportunity to share some of what has been learned as more and more people discover that they are impacted by PFAS.
Neal Merritt has been the Water Superintendent for the town of Hanover since 2013. He was the Water Superintendent in Hanson from 2007 to 2013 and prior to that was the Chief Treatment Plant Operator for the Norwell Water Department. He has a B.S. in Civil Engineering from Northeastern University and holds both MA Grade 3T and 3D water operator licenses.
Rich Tierney has been the Operations Manager for the Town of Easton’s Water Division since 2020. He has been working in the waterworks industry since 1989 and holds an Associates of Science degree as well as MA Grades 3T, 4T and 4D water operator licenses.
Mike Reghitto is currently the Chief Operator for the Falmouth Water Department. He graduated from Massachusetts Maritime Academy in 2013. After graduation he worked in the construction industry as a Construction Superintendent. He worked for two years as a Water for the Hanover Water Department. Since 2017 he has worked for the Falmouth Water Department. He currently holds both MA Grade 1D and 4T water operator licenses.
Ryan Neyland is the Vice President at Tata & Howard, and has been working in the environmental engineering/consulting field for 20 years, primarily focused on drinking water treatment. He graduated from WPI with a bachelor’s degree in Chemical Engineering and a Master’s Degree in Environmental Engineering. He is a MA registered Professional Civil Engineer.
James Moore is employed by Mass Development and has been the Director of Utilities at Devens 25 years. Mass Development owns and operates gas, electric, water and sewer services at the former 4,400 acre Department of Defense Fort Devens facility.
Jim Cray is a Senior Project Manager at Wright-Pierce. He has been with Wright-Pierce for over 10 years and has been working within the water industry in Massachusetts for over 20 years. He has B.S. in Civil and Environmental Engineering from UMass at Amherst.He is a MA registered Professional Civil Engineer.
Chris McClure is the president of McClure Engineer Inc. which provides engineering and contract operator services to primarily small public water systems in the state of MA. He is a MA registered Professional Engineer and holds both MA Grade 2D and 2T water operator licenses.
